False. Elicitation Vs. Collecting Requirements is not the same. Requirement Elicitation is an activity performed by person in BA role to identify requirements (related to PBA Concepts) and Collect requirement is a task for tracking requirement identification related activities for a person in Project Management role like Project Manager (related to PMP Concepts).

There is nothing like collecting requirement; requirements are not lying to collect, you need to use appropriate elicitation tools and techniques to draw out information.
