Business Analyst needs to investigate the business situation adequately to come up for a right solution. Thus It is very critical to know level of requirement analysis at this stage.

Here, the complete requirement analysis term is ambiguous. So, it can have answers as true and false based on varying perceptions.
As correctly said by Seema in above statement, adequate analysis is required. Here, i would emphasize on the Business Requirement Analysis which needs to be done in detail in order to capture all high level business requirements. Also, Feasibility analysis and Cost-Benefit analysis is important which can be done only after we understand the Sitution Statement and the Business Need. Here, I marked it as False as "Complete" meaning all levels of requirement analysis including Stakeholder requirements, Solution requirements - Functional & non-Functional & Transitional requirements need not be known in Full detail. Just an high level overview is sufficient.
