Priortrize requirements question

Management would like you to front-load the requirements with the most risk requirements. Why would management prefer the risky requirements first in the prioritization?

A- So if the risk comes true, they'll receive the reward as soon as possible.
B- So if the risk comes true, the project will fail with the little investment in the work.
C- So if the risk comes true, then there's ample time to correct the problem.
D- So if the risk comes true, then the project manager can mitigate the risk event.

In my view A, B and C all are true... but since this question may be written from Project Manager Perspective we can select C, the question is giving very debatable choice and we can not predict which one PMI will consider true.

Is it coming from our database? if yes we need to fix.

No not from izenbridge.

Answer B: So if the risk comes true, the project will fail with the little investment in the work.
Front loading the project with the riskiest requirements allows the requirements with the most risks the chance to fail before much time or money has been invested in the project work.

If risk comes true, project may or may not fail. Every risk which comes true does not necessarily become cause of project failure.

Looks like this question is using Risk = Negative Risk - Thread, the option 1 can also be true if we look at PMI definition of risk, so if risk is of type opportunity the option A is same like option B. Anyway its just a prep test question :)

I think Answer D seems neutral to me if and only if we agree that positive and negative risks both can be mitigated.
