PMI PBA: Requirement Development - Setting the Stage

You as a business analyst are working for a project where business case is just approved and project is in its initial stage. You need to perform certain activities to establish a shared understanding of the product and its stakeholders, you can use few tools for the same EXCEPT:

A. A Vision Statement
B. A Glossary
C. Brainstorming
D. Requirement Risk Mitigation Strategy

What is the correct answer?

(D) as project is it in initial stage, requirements are not very clear so we can't have risk mitigation strategies at this time.

You are right, however you need to develop a strategy to deal with requirement related risks

Just to add:

To create a shared understanding and to facilitate the requirement development process, you need to define a common vision (A Vision Statement) for the product among the stakeholders, and clarify the meaning of important product-related terms (A Glossary). You will also need to establish a strategy for identifying and dealing with any requirements-related risks that you may encounter (Requirement Risk Mitigation Strategy).

Brainstorming: Brainstorming is a way to produce or generate new ideas about a problem using individual or group creative thinking and to derive from them themes for further analysis

Therefore brainstorming is used to generate ideas not to develop shared understanding --> as per my view C is the right option.
