What is the difference between a tool and a technique?

In Seema's earlier post there was question related to Workshop tool and Discovery technique. Can you please explain with example the difference between a tool and a technique?

A tool generally takes input and produces certain output and in general it is resource, or apparatus that is used to aid to complete a task.
Techniques are methods that are used in order to effectively complete a task.

For example Workshop is a tool and in order to produce consensus view for the desired outcome, various discovery techniques can be used like Post it exercise, clusters and columns, talking the wall.
