Sprint Goal

Got the question:
Sprint goal is defined by development team?
Is there any chance, the team completed the user stories as per the definition of done and still not met the sprint goal?

The Sprint Goal is defined and developed by Scrum Team and once agreed owned by the Development Team.
SM Facilitates, Product Owner Presents the user stories as per the priorities, and Development Team presents the capacity information. After the discussions and negotiation, Sprint Goal is agreed.

Yes, it is quite possible that team met the DOD but not the Sprint Goal. Acceptance Criteria for each user story is also important. Also, Daily Scrum meeting is helpful to inspect and adapt the Sprint Backlog, that's why we say that Sprint Backlog is never baselined. It emerges, if inspection and Adapt is not done properly, communication & Coordination is not happening properly, the customer is not involved, it is entirely possible that Sprint Goal is not going to meet.
