Agile team allows to take the local decision that are consistent with governing principle

What type of decision agile team can take ? Can you elaborate. Can agile methodology impose any boundary on local decision ?

Is team in performing stage take higher level of decision as compare to norming stage team ?

Agile does not impose any boundary on local decisions, the idea is to have consensus based decisions and no one veto the decision. If taken, everybody owns it. Many tools can be used for the consensus-based decisions like if the majority of people are agreeing for something, it becomes the decision. The multi-voting could also be another technique.

An Agile team takes decision for the releases, iterations and for the daily work.

If the team is in performing stage, they become productive in making better local decisions.
