User Stories are mainly feature level from the perspective of a customer. But yes, the awareness about technical stories and issues are important for the product backlog item prioritization. Technical stories are mainly part of the sprint backlog.

Please clarify , What do you mean technical stories are part of Sprint backlog, any example.?
my understanding, Technical stories mean we are talking about non function stories / constraints and they are usually part of acceptance test or add as a story in product backlog..

Sorry for the confusion .

1. Yes Technical Stores are part of Product Backlog.
2. Your Understanding of Technical Stories are right , many time team writes product backlog item (which they also called technical stories ) to covers things like Product Infrastructure ,Development Infrastructure ,Refactoring
Bug Fixing , Spikes – research .
3. Technical Stories are in most cases not owned by Product Owner, they are many time owned by Development Team
4. Technical Stories many time do not become part of Increment so they do may not follow Definition of Done for normal product backlog items.

Let us know if you have any followup queries.
