Best step when team does not understands User Story

Team is finding hard to understand one of the acceptance tests written on story cards. What is the next BEST step ?
1) Discuss with in team
2) Discuss with customer [Correct]
3) Discuss with ScrumMaster


Can some one please explain that should n't correct answer is to Discuss within team and then with Customer.

The customer write the acceptance test. So any clarification should be given by customer. If its a definition of done then we should discuss with the team first.
