Traditional criteria for project success include meeting time, budget and specifications. From a project management perspective, a project meeting these criteria may be considered a success, but may still fail in the end. Which of these may be a good reason?

As per me the correct answer is 3 ..As project management success criteria success meeting time, budget and specifications. we are meeting the scope so we are produce the result which is required by the business.

Here issue is not related to the Project Management success. In Agile, we value more on Business Success.
There could be many answers which may seem correct, but we need to select the best one. Option 2 is more appropriate.
Let's suppose you are planning to introduce a marketing campaign to increase number of contacts by 10%. You have selected an approach including its budget. If the chosen plan could not support to get needed connections, then it does not matter if the approach completed within approved budget, because the purpose is not achieved.
I advise not to follow free questions; these question may misguide for the real exam.
There could be many answers which may seem correct, but we need to select the best one. Option 2 is more appropriate.

Hello.
Why answer couldnot be 4 here?
As success in project KPIs doesnt mean that customer needs are satisfied completely. That looks me more closer as in option 2 we are at least adding some value (Not much value means some value added
)
