Cost of change request implementation

Hi ,

Please can you let me know , cost for implementing CR will be taken from contingency reserves or its an additional approved cost which will be added to cost baseline ?

Cost of quality is a tool and technique used in determining budget. COQ includes cost for non conformance (Defect repair/ rework etc) or conformance (preventive, corrective action), so In my opinion, it should be part of cost baseline. But if a change is implemented as part of risk response or workaround only then it can be taken from contingency reserve.

No change request is needed if we are using contingency reserve. The contingency reserve is part of cost baseline, and if something is part of the baseline, then no CR is needed.
