D, as PM may go for second choice of leadership person.

Doing nothing again is unethical if right candidate is not rewarded.

Giving training is not related.

Finding some other option as subcontarctor is long process. Futher, if it is a regional cultural issue .

Choice A is the right answer as it is unethical to work with subcontractors who shows discrimination. I have seen this question in one of the free PMP simulator.

I also feel that option D is correct. Reason for not selecting option A is that it is the culture of that country.

But why should we promote another team member? What is the rationale from your perspective? Because then you are not doing justice to your job as the requirement from project perspective is to promote top performing person.

As pr PMI, Practice of ethics may differ from culture to culture,
A situation described can be very relevant to countries in middle east or some African countries as well.

You cannot override a countries culture but have to respect that even though it may not be aligned with organizational policy ,

I would go with option #4,

Same type question in Scordo answered withdrawal or cancellation of the project but as Manish said some middle eastern counties and some countries in Africa have adopted the same rule.
I think if PMI s concern to cancel the project, they should revise their answer and made it as per option 4.

I don't think this is a good question, but I believe PMI Ethics speaks against discrimination against race, religion, gender, sex and people from different cultures, but then it speaks about accepting and respecting other culture (sensitivity) etc. The latter part of the question speaks to termination of contract.... then the question begs, is discrimination sufficient to terminate a contract (especially when it is not considered discrimination in that cultural context)? And if terminated, then the buyer may have other obligations...
