Mock Question - Clarification Needed

Hi Manish,
In the below questions:

Q.1. The Technical Architect of your company is an expert in technology your team is working in; he is designated as a consultant to your project for all technical needs, which of the following stakeholder management strategy would be most appropriate for this technical architect?

Keep Satisfied

Manage Closely

Monitor

Keep Informed

The answer is Keep informed. A person with technical expertise enjoys power and influence especially in the projects driven technically. (the ques does say that the team is working on technology) So, I had opted for the 2 option.
Is it because the question says that he is designated as a consultant and that's why he yields low power and high interest? Please suggest.

Q. 2, You were monitoring one core stakeholder’s engagement level, and you found he was becoming neutral from supportive; you spoke to the stakeholder and found that he is not finding enough opportunity to engage with the project team, what should you do next?

Raise an issue.

Make changes in stakeholder engagement strategy documented in stakeholder engagement plan.

Raise a change request.

Call a meeting with your project team members.

The answer is the 2nd option. Even, to change the Stakeholder engagement plan, PM needs to raise a change request (Though it may not go to CCB as all CRs do not go to CCB and PM after raising the CR can update the Stakeholder engagement plan.) The question asks 'what should you do next and I opted for option C.

Please suggest.

No its not because he is consultant, but because a technical lead does no thave enough power to influence the project is general
