Typically, corrective and preventive are undertaken to adjust performance within the existing project baselines, the actions DO NOT change the baseline P-157,158.
All corrective an preventive actions should be reviewed, approved, rejected or deferred as a part of Perform Integrated Change Control.

P-160
If a change affects the Project mgmt plan, baselines… changes need to go to a change control board and /or sponsor for a decision.
If a change does not affect Project mgmt plan, baselines…change mgmt plan may allow PM to approve the changes.

Does this statement mean that Corrective, Preventive and Defect repair changes can be reviewed, approved, rejected or deferred by Project Manager without going through Change Control Board as they DONOT affect the project baseline?

the statement says typically and not always, so as a thumb rule if the change is not impacting baseline it can skip CCB, however PM still need to do holistic impact analysis of the change
