Question: Which of the following is NOT a valid input for the Identify Stakeholders process?
Choice 1. Enterprise environmental factors
Choice 2. Procurement documents
Choice 3. Project scope statement
Choice 4. Project charter
Correct Choice: 3
The project scope statement is not created until the scope has been defined (Define Scope process). Stakeholders must be identified first and requirements collected before the project scope statement is created. The other options are all potential inputs to the Identify Stakeholders process.
Are procurement documents also an input for identify Stakeholders? Is this choice right in this question?

As per PMBOK Procurement documents is not an input to Identify stakeholder however PMP and project documents are.
If project decides to Buy it may use procurement document to identify more stakeholders, for e.g. with BUY decision you will have to involve additional stakeholders like Legal, Finance, also some external approval agencies if your organization is regulated and need approval before BUYing
