Stakeholder Engagement Strategy

Q:
You were monitoring one core stakeholder’s engagement level and you found he was becoming neutral from supportive; you spoke to the stakeholder and found that he is not finding enough opportunity to engage with project team, what should you do next?

A. Raise an issue.
B. Make changes in stakeholder engagement strategy documented in stakeholder engagement plan.
C. Raise a change request.
D. Call a meeting with your project team members.

Correct Answer is option B.
I agree with making changes to stakeholder engagement strategy in Stakeholder Mgmt plan.

--- But to do that, will we require to submit a Change Request first, since Stakeholder Mgmt plan is a subsidiary plan of PM plan?

--- Also, based on the info given in the question, how can we know that the PM plan is not approved or approved (to decide whether or not to raise a CR first) ?

Please explain.

You need not think too much or over imagine , whatever information is provided in question based on that choose best option, also CR is optional for changes in subsidiary plan , unless there is any specific information provided in the question
