Change Request who is responsible?

One of the stakeholders of a project initiated a change request which was then documented in the change control system. In general, who usually would be responsible for approving or rejecting the change request?

An authority within the project management team or external organization.

The PMO

The stakeholder who raised the change request.

The project manager or Sponsor.

From Izenbridge the answer is Project manager and sponsor . I agree to that , but from SCODO it is

An authority within the project management team or external organization.

Any idea Manish sir?

usually it cannot be one person approving the change it has to be a body If I am forced to choose will go with option #1.
