Corrective & Preventive Action

Typically, corrective actions & Preventive actions are undertaken to adjust performance within the existing project baselines
and do not change them.

Is it possible to explain this ? Does this mean not all corrective and Preventive actions change the cost/schedule/scope baseline (PMB) ?
But can change other plans or other project documents ?

Which book are you quoting?

in general preventive and corrective actions are taken to ensure the project is on track without changing its baseline but sometime corrective action may also result in a CR for changing the baseline
