Project charter is input for several processes

Question 92 Which of the following processes may not be taking project charter as an Input?
 
A. Plan Scope Management
 
B. Identify Risks
 
C. Collect Requirement
 
D. Plan Risk Management

Identify risks process doesn’t take project charter as an input. Project Charter is an input to the Plan Risk Management process, where all the risks identified in the project charter are considered.

Risk management plan is an output of Plan Risk Management process which in turn is input to the Identify Risks process.

The other three processes given as options need project charter as an input to utilize the project information given in it.

I think the question need to be rectified, as Project chart is input for all? :?

and as I said such memorizing questions are not norm in PMP exam
