Change requests: Planning for possible risk responses can often result in recommendations for changes to the resources, activities, cost estimates, and other items identified during other planning processes. When such recommendations are identified, change requests are generated and processed through the Perform Integrated Change Control process. From pg-348

As we are in planning process, Why change need to processed through perform integrated change control?

Not sure if I have understood your question in totality,.

however if you look at fig 3-1 in PMBOK, you will understand that M and C encapsulates Init, plan, exec and closing processes.
So what you said about RISK knowledge area is applicable to all other knowledge areas

My question is , When we are planning for risk response and recommend for change then Why we Need to Go through PICC process.

As we are in planning process, Why change need to processed through perform integrated change control?

Because when you are planning some of the subsidiary plan may be alreasy finalized or nearing finalization and change in any KA especially risk will have impact on other plans.

ICC is all about holistic impact anlaysis of all knowledge areas in project.

for e.g in risk response plan project decide to transfer a risk this will mean project needs to buy and procurement documents needs to be created which will need additional resource /time/money so 3 or more , different knowledge areas are impact just by decision of transferring one risk
