Project exclusion in Project scope statement

I have a doubt of the following question, and I need your help.

I think the correct answer is B and not c.

Project scope statement should include Project exclusion. however the PM referred to correspondence and not to Project scope statement ,That’s mean the issue is left open, therefore PM need to evaluate the impact of adding the scope before reject the request, or present it to CCB.
Project exclusion. Generally identifies what is excluded from the project. Explicitly stating what is out of scope for the project helps to manage stakeholders’ expectations.

This one is tricky, option C seems a bit rude ideally it should be tell the stakeholder that scope cannot be added and provide them with a appropriate reasoning.
