project manager is in the final closure phase of the project . Which of the following should he do FIRST as part of the project closure activity?

Get formal sign off from the customer to confirm customer acceptance of final deliverable
Measure customer satisfaction as a key performance indicator of project's success
Hand off completed project deliverables to operations and management
Measure project scope against project management plan

My answer was A but correct answer is D - Please clarify

As per Ujjal list
At project or phase closure, the following may occur:

• Obtain acceptance by the customer or sponsor to formally close the project or phase,
• Conduct post-project or phase-end review,
• Record impacts of tailoring to any process,
• Document lessons learned,
• Apply appropriate updates to organizational process assets,
• Archive all relevant project documents in the project management information system (PMIS) to be used as historical data,
• Close out all procurement activities ensuring termination of all relevant agreements, and
• Perform team members’ assessments and release project resources.

Though this correct "Measure project scope against project management plan"" but this statement is incomplete - the context is missing here.

Objective is more important " to review the completeness of scope "

The first step in close project/phase is to confirm the work done to requirements, which it reflected in option D , hence the correct option is D
When closing the project, the project manager reviews all prior information from the previous phase closures to ensure that all project work is completed and that the project has met its objectives. Since project scope is measured against the project management plan, the project manager reviews the scope baseline to ensure completion before considering the project closed.(PMBOK, P:101)
