Resource responsibility - Resource mgmt

if Enough resource not available in project to complete task then who is responsible .

1.Sponor
2.Functional manager
3. project manager

pls explain me why

Project manager is responsible for the project deliveries, if there are not enough project resources PM has to follow the escalation mechanism and then Sponsor is responsible to ensure Project gets what is needed

Thanks for reply

I confused with your reply and section 9.3.2.2 in PMBOK , you mentioned that PM is responsible for resource however in given section function manger is having authority to allocate resource.


Please clarify.

Allocation of resource (Fuding ) is responsibility of Sponsor, however once the resources are allocated to project, PM is responsible to ensure they are utilized in the right way
