One purpose of a Quality audit is to identify inefficient and ineffective policies?
It mean the auditor has to find out bugs in auditing policy (which is created by management)
Where it is not applicable to perticular process , Is it right ?

One purpose of a Quality audit is to identify inefficient and ineffective policies?

The goal of audit is finding how well the implementation of quality policies of project is done... or how well quality management plan is implemented while working... so first thing audit does is identify gap between plan and practice.. the second thing audit does is, do we need to change some plan / policy or approach so we can produce better quality product . The Quality Audit process can generate change request on Quality management plan or the project management plan.
