Cost and staffing levels - both are low at initial stage of project.

Seema - I agree with you. This question is from Scordo; and I don't agree with answer/explanation.
Answer/Explanation : option B - At the initial stage of a project, the cost is typically not at its highest. [PMBOK 5th edition, Page 40]

I checked the PMBOK, page no. 40: it is clearly written there: cost and staffing are low at start.
So B&D are incorrect.
Option A is correct as ideally at the start of project, risk levels are high and as we move towards execution, risk levels get reduced.
Option C - “Influence” means involvement, it is right that Key stakeholders have maximum involvement at the initial stage, but other team members at execution. Apart from it, if we consider where phase to phase relationship is iterative in that case, all the team members get involved all the time – here in question no differentiation of stakeholders, what kind of stakeholders – question is talking about? Stakeholder influence is also depend on Power/Interest grid
So we can say the option C is also incorrect.
