See even charter is not having all the details. We are in a situation where we don't have much details on project yet and have to choose between analogous and range based. At the beginning stages range estimate is the best. Once we have details, only then we can compare it with past similar projects...

More than calculations this diagram suggest whether you know what is SPI

SPI = EV/PV

SPI will be more if PV < EV

so in this graph, PV is less than EV in magnitude in 9 and 10th month if I assume horizontal axis as month and vertical axis as magnitute
