Also, stakeholders normally don't understand what do you mean by CPI/TCPI >1 or <1 or new estimate to complete unless it is explicitly reported in the format that is understood. So these are all raw data, so the correct answer should be WPD.

Normally lease amount is fixed for a particular duration (like 3 years, 5 years etc.) and does not change until the lease term is over. As all the employees are occupying the leased space, it cannot be directly billed to the project. So the correct answer would be fixed cost.

Also as per PMBOK 5 "Control Costs is the process of monitoring the status of the project to update the project costs and managing changes to the cost baseline."
Here PM is trying to analyze the impact of the change and update the baseline if needed. So it is control cost process.
