PMO role is to resolve organization impediment. So if the impediment is related to development resource (other than SM) they should "help in" resourcing. Usually they only resource the SM. Is this understanding is correct?

I was going through the PMI-ACP exam content outline provided my PMI. Under Knowledge and Skills page 16 we have a point called value based analysis and decomposition.

So is there any reason only dis aggregation is in scope for ACP?

There is definitely difference in the Cycle Time definition I provided and what ever there in the presentation.

As per my definition it's the "actual time" team spend vs "time difference" as stated in the presentation. Could you kindly elaborate.
