CPM calculations cannot be explained properly through blogs, No matter how it sounds difficult if explained well (in class or online class) its one the most sure shot scoring questions in PMP exam.

in General (This is not a rule) all mentioned options contribute but accountable is project team.
so all others are in R or C and PM is in A, of RACI Matrix.

projects can have different RACI Matrix and that why I don't encourage such questions as they are not reflective of reality

According to the law of diminishing returns, the consolidated cost variance of the two projects will increase.

Adding resource will add cost but not necessarily add to Earned value

these are different types of probability distribution and you need worry about it from exam point of view.
