CPM calculations cannot be explained properly through blogs, No matter how it sounds difficult if explained well (in class or online class) its one the most sure shot scoring questions in PMP exam.

That is choice PM has to make based on project requirements, several factors influence it and there is no defined rule when to use what. if you as PM feel you need to give more weight-age to a realistic estimate then use PERT If PM thinks there are equal chances of things going wrong or going right ...

in General (This is not a rule) all mentioned options contribute but accountable is project team.
so all others are in R or C and PM is in A, of RACI Matrix.

projects can have different RACI Matrix and that why I don't encourage such questions as they are not reflective of reality

since questions mentions about 'agreement or other formally imposed specification' it hints towards contractual obligations Although the questions is not very well articulated so it can also be acceptance criteria as second choice but definitely not other two options
