although its one of the T and T, RACI Matrix if used by project to define roles and responsibilities in project, will be part of Human resource management plan.

raw performance is WPD however derived/calculated estimates are WPI

There is no indication in question that manager is not directly involved in work of team.

Laissez faire is delegative leadership and manager does not even attend meetings unless asked by team.
