No. What it hints is the Statistical Control Processes/Statistical Process Control (SPC), which is a method of quality control that uses statistical methods.

This is the typical S-Curve of EVM. 100% is the BAC line , and the Deadline is the Data Date. So , in this case , BAC line is achieved , but at a later date.
At the Data Date , i.e. , at the Deadline , only 80% of BAC is achieved , might be the Project is terminated , or Closed early.

The Configuration Management System is for recording the LATEST VERSIONS of the Documents. It is more concerned about the VERSIONS only rather than the contents/informations of the documents.

Both Option # A) & C) are very close. But since the PM is NOT AVOIDING the situation , rather taking time to cool off for few days so that he/she can give a solution. Therefore, Option # C) Smoothing , seems the best pick.

The logic itself says that the Benefit : Cost = 2.1 : 1 , so Benefit = 2.1 * Cost
In my opinion , there is not a single correct answer. Profit is not same as benefit.
