I am confused between Option A and C.

Both seems correct but i will go for Option A because Sponsor is part of senior management and we should convey him about status of project and how cost , scheduling is having impact rather than going to Stakeholder at initial level of risk.

Manish,

If we consider exception that Sponsor is not part of CCB and after CCB approval changes get rejected by sponsor, in that changes get rejected finally i think. Hence not need to update any doc neither baseline nor other document.

Please correct me if i am wrong.
