I would pick: 1.Take into account risk tolerance (choosing the ans by elimination method) And to my understanding , working on Risk Tolerance would be PM and PM Teams responsibility rather than Sponsor/Customer , although Sponsor/Customer would contribute initially in giving their inputs for Risks ....
