A project manager has just taken over the project from another project manager during project executing. If we consider that we are in executive its means we completed planning and option A & D seems good choice.

While Option B & C showing we are still in Planning.

As Gatekeeping does in End of phase(which is mentioned in question here) but Gatekeeping authorized the Project for next phase after reviewing the project objectives, business cases, stakeholder expectations. I will go with A) Bottom-up Estimation. Out of all estimation technique, "Bottom up estimation" provide more accurate.
