My answer :: The project is not completed and on Budget and behind the schedule.
Because, we can firmly say project is completed only when SPI = 1. But here SPI is < 1. When it comes to CPI, the project is clearly ON budget.

Yes, even I think so, because HR Management Plan consists of staffing management plan, R&R, and Org Structure is used as a tool to derive the HR Management Plan.

The solution is similar to the one mentioned in PMBOK EMV example. You can check only BUILD scenario to calculate EMV.

DMPW generates WPD which is input to all M&C processes from Scope to Stakeholder.
WPI is not an input to PICC. WPIs from all control processes is input to MCPW. MCPW generates WPR which goes as an input to PICC.

First try to understand the process and what output it generates. The outputs are logically linked as inputs to other processes. Almost all processes have previous process outputs as inputs to them. A summary of my findings are attached as a map. Hope it will help.

Depends on the situation, If the employee is already acquired, then Training is best option.
If the employee is not acquired, then "replacing" is out of question.
You can acquire new employees as part of "Acquisition" or "outsourcing" to a contractor/supplier.
