I would like to give my opinion here. Option 2 can't be correct since procurement SOQ which was created by Buyer was same and was sent to all other suppliers/contractors as well. I also think answer should be B and not C. They are recording what they are time at the time they are actually doing it. So It should be an "Execution PG" process.
