I will go with D. Fast-track the project - This will help to compress the schedule.

Option C- Add qualified resources to the critical path - is also good but it will increase cost which we are not sure if we can afford or not.

I need an example on SF dependency. In PMBOK we have "Security Guard" example. I am not convinced with that example as I believe "First Guard Shift" should be predecessor instead of successor.
