To me option 3 should be correct answer because the PM has completed the study so he should submit the study and should proceed for the preparation of Project Charter but the answer says it's "B" .

Explanations required please.

@ Ankur, But why is it not a good idea to tell straightaway IZENBRIDGE that there is neither budget nor any privilege for change. To me it makes sense to let them know there is no budget and let them decide if they want to make any changes in the procedure to cater all these changes. Is it worth to ...

I have doubt regarding calculation of number of Communication channels. Trying to figure out when to include the Project Manager in the calculation (n*(n-1))/2 and when not.
