for the question, it is more of a Bottom-up Estimate as previous plan is no longer valid. I feel it should be 1.

For determining Project communications requirements technology is not required. It is just a medium of communication.

As per my understanding it should be A.

During planning scope, cost and schedule should be given equal priority.
We also need to ensure that Cost or schedule is not increased in order to achieve high quality than actually required.
