the phrase "vice chairman who appreciates the way in which you work in projects" reflect referral power but,
"consults you during performance appraisals" seems penalize power.

From the context of the question, referral power looks correct answer.

This is not a good question.
Because authorizing seller work should be done by work authorization system which is a part of eef.
If PM or PM team are doing that work then why even bother about PM plan -this is reactive and not proactive

on budget = CPI =1

don't worry about this in real exam you will never find this kind of issue.
