remember that whenever a contract is involved, that contract is a legal document and any change to it has to go through a formal change.
so if a change in contract scope is requested it has to go through formal process.
option C is the right choice

If the network diagram cannot be changed , no technique can be useful as resource leveling or compression technique will eventually optimize/change the plan
