Management reserve is used for unkown unkonwn. so for risks which were not identified earlier management reserve can be used

however for risk which were identified but no response was planned, and for such risks when you use workarounds, management reserves cannot be used

This is not purely a procurement question, its about calculating target fees (profit) based on point of total assumption formula.
