Incentive is based on an objective criteria like if you deliver 5% under budget you will get 1% bonus, etc
Award is subjective and is usually at discretion of Buyer, you will get 1% bonus if you deliver with professionalism, now how do you define professionalism? it is subjetive

Your understanding has logic and make sense.
I guess the question has assumption that when more resources onboard the activity duration can shorten (crashing concept) however that is not true for all activity duration.
