Chapter end question is not an indication of overall preparedness.
If you have done through the entire knowledge areas/processes I would recommend you to take a full length mock and analyze your score in full length to begin with and then we can give a realistic assessment of your preparedness.

finding another resources is probably a good choice if the issue was only with one single resource on vacation , however the question mentions situation which is more critical due to layoffs, besides its not easy to find a replacement resource, so best option is to communicate with stakeholders first
