No such steps are described in solution evaluation. These testing activities are business analysis activities, but PMI does not specify which designation is responsible for it. Your Business Analysis Planning RACI matrix can clarify who is responsible for what.

There is no "No" to WBS in Agile. You can create high-level WBS where upcoming work is explored in detail, and later work is explained at a high level.

Agile is about four values and 12 principles, as long as your work is aligned with these, you are Agile.
